AMS (800 East Main Street (See Town Board, February 25, 2025.) In a series of 4-1 votes, the Board accepted the SEQRA Findings Statement, amended the RSP-2 zone to allow  the main building to be 55 feet instead of 45 feet, and then rezoned the AMS parcel to the amended RSP-2 zone.

I abstained from the Findings Statement vote because I disagreed with some of the findings, mostly related to housing and the recreation fee.  I voted no on the RSP-2 amendment because I didn’t think the increase in height (from 3 to 4 story buildings) was warranted, and I opposed rezoning the AMS site because I objected to the units being restricted to seniors and the building height.

There was a brief discussion about whether the Planning Board would be able to impose a recreation fee  during the site plan review process even though the RSP-2 provisions do not require one. It was the applicant’s contention, supported by the planning director, that state law gave the Planning Board the authority  to impose the fee in state law.

Hallocks Mill Sewer Extension. (See Town Board, April 1, 2025.)  Town Engineer Dan Ciarcia presented a scaled back plan for the proposed extension district. Using only the $11.2 million of outside funds currently available, the new district would sewer only 189 homes instead of 315.  The new district would include Sunrise Street, the Sparkle Lake streets off Hyatt Street and a portion of what the town calls the “Birch Street” area. It wasn’t clear, however, exactly what streets in the Birch area were included as the new plan only includes 84 or the original 220 homes.

The projected cost to the 189 homeowners – just for construction of the lateral sewer lines would e an estimated $1,039/year.

The next step in the planning process will be getting the OK  from the DEC to route the line through the town owned wetlands west of Sparkle Lake.

AACCC repairs. The Board authorized advertising a Request for Proposal (RFP) for the repair of the cornice on the front of the building. Because the exterior of the building is a local landmark, the repair work will have to meet certain standards and be issued a Certificate of Appropriateness from the town’s Heritage Preservation Commission.
