Note: this is the last Town Board meeting for the year.

Homeland Cell Tower/62 Granite Springs Road.  There was a lengthy public hearing for a wetland, tree and stormwater permits to build a 130 foot monopole cell tower  on town owned land. The hearing was adjourned to give the town’s advisory boards time to review the latest site plan and report back to the Town Board. The hearing will tentatively resume in early February.

After meetings with town officials and the homeowner whose property abuts the access road to the tower, the applicant has revised the site plan so that the access road only intrudes into the wetland buffer, not the wetland, and has proposed the planting of additional trees and shrubs to mitigate the removal of 88 trees.

Area  residents spoke out against the tower, citing concerns about drainage issues they feared  would negatively impact their property, conflicting wetland boundaries, impacts to wildlife, potential health risks from the tower, and the decrease in property values.

In response to questions, the applicant explained why other potential sites were not suitable, as well as why other smaller installations, e.g., on lamp posts, were also not feasible.  No one disputed the fact that cell service in the area was a problem, especially for first responders.

Police software (See Town Board, November 25, 2025) In a resolution not on the agenda, the Board voted 4-0 with one abstention to proceed with plans to spend  $999,606 to upgrade the department’s record keeping software. The amount includes a service contract for the 10  year life of the contract.  (Approximately $24,000/year for the service contract will come from the department’s future operating  budget.)

Police Chief Noble, Supervisor Lachterman and Councilmen Esposito and Murphy defended the expense; one reason being that the department’s current software may no longer be available in 24 months. And Supervisor Lachterman noted that the Board had toact before the end of the year because the provider, Motorola, was moving to a more expensive subscription based service as of January.

Councilwoman Siegel abstained citing the need for more information and the need to weigh police needs against the needs of other town departments and services.

Budget issues. During Courtesy of the Floor, a resident asked the Board to show projected tax increases as a percentage which, he said, would be easier for residents to relate to than decimals which is how the tax rate increase is shown.

There were also comments about how tax certiorari settlements  have a double hit on the town: they lower the town’s total assessed value which  impacts the tax rate, and they result in the tax having to refund money when the property’s assessed value is lowered.

Tee Bar. (See Planning Board, December 8, 2025.)   A Wildwood Street resident thanked the Board for addressing the noise issue but asked that as it considers revising the current Noise Law, that it make sure that any new law is enforceable. He cited the NYS Liquor Law  where enforcement is based on the number of complaints, not decibel levels.

Citing the importance of residents speaking up at public hearings, Councilwoman Siegel pointed out that it was the Wildwood residents who brought the noise problem to the Planning Board’s attention and that  based on their input, the Board is now exploring how to address the problem.

Underhill Farms. In response to a comment from a resident, Planning Director Tegeder explained that  there will only be  sidewalk on the south side of Underhill Avenue.

Old Crompond Road.  Suprvisor Lachterman announced that the new bridge will become operational on Friday.  The road will be paved in the psirng when the asphalt plants open
