Cell tower moratorium. With virtually no discussion, the Board opened and closed the public hearing and voted to adopt the 6-month moratorium on approving any applications for cell towers while the town revises the current law, adopted in 1998.
The one substantive comment at the hearing raised the issue of what, if any, constraints did the federal law governing cell towers place on what the town could regulate. For example, he cited issues regulating the power supply for co-location as well as the time requirements for a backup electricity supply.
Councilwomen Siegel suggested that the Board invite public input on what the law should include and that the Board have an open discussion on what it wants to include in the law before town staff draft the law. She added that she thought the new law could be adopted within the 6-month moratorium.
Sheridan Gorman memorial. The Board voted 4-0 with Councilwoman Siegel abstaining, to erect a memorial for the decreased resident in Downing Park. A conceptual plan for the memorial was presented prior to the vote. The memorial will be paid for with private funds.
The memorial will be to the left of the entrance to the park, roughly facing the Presbyterian Church.
Noting the lack of consistency in how the town has memorialized other deceased residents, Councilwoman Siegel suggested that the town adopt a policy governing memorials before it approved the Gorman memorial and a pending memorial for deceased police captain Kenneth Sgroi that is being planned but which has not been publicly discussed.
The Recreation Commission has already approved the memorial.

Traffic issues. During the public comment portion of the meeting, residents brought up speeding on Baldwin Road and the danger from truck traffic on Granite Springs Road. The latter comment included the request that the exiting 5-ton weight limit on a portion of Granite Springs Road be extended to Route 202. (Note: Somers would have to agree to limiting the weight on its portion of the road.)
The Board’s response to both issue was that the police department is limited in how it can enforce traffic laws.
E-bikes. Responding to safety concerns relating to e-bikes, Councilwoman Siegel asked the Board to consider legislation regulating their use, noting, for example, that it appeared there were no regulations in the current Town Code that prohbited their use, or the use of regular bicycles, on sidewalks. (Note: In 2023, in response to an accident involving ATVs, the Board considered legislation that regulated both ATVs and e-bikes. However, the law that was ultimately adopted in 2024 regulated only ATVs.)
Board members and residents who spoke during Public Comment agreed on the need for some regulation in addition to education about safe e-bike use. Supervisor Lachterman said the police department was looking into existing e-bike laws in other municipalities.
Kiosk for apps to town web site. The Board heard a second presentation from a company that provides kiosks with apps that link to the town’s web site and other web sites of the town’s choosing. The kiosks can be exterior or interior. The latter can be wall mounted or stand alone.
Two interior kiosks would cost approximately $14,500, plus $3,000-$5,000 a year for software license. No decision was made to proceed or where the kiosks might be located, e .g., town hall, community center, library.
Closed captioning of meeting videos. In response to an issue raised by Councilwoman Siegel, Town Clerk Quast said the town was looking into how closed captioning could be added to videos of town meetings.
Affordable rental units for seniors. Councilwoman Siegel announced that five affordable rental units for seniors are available at the York Farms development on Baldwin Road. Interested residents were advised to contact the owners, Westchester Management, at 914-686-9500 to have their name added to the waiting list.
Court HVAC. The Board awarded a bid for $109,750 to replace the HVAC system in the court.
