Jacob Road solar farm. (See Planning Board, May 4, 2026) An adjourned public hearing.  A member of the Board of Fire Commissioners advised the Board that the commissioners were satisfied with the plan for access to the site. Planning Director Steinberg advised the Board that the existing setback shown on the site plan was correct and rejected a survey done for a local resident, who was not at the meeting, that suggested that the setback had to be increased to 300 feet from the 150 feet shown on the plan.  A resident who lives in the area urged the Board to reject the plan which he  said was contrary to the Board’s policy and characterized the plan as trying to fit a round peg into a square hole.  The applicant said that all the other issues raised at the previous hearing had been satisfactorily addressed. 

The hearing was closed but left open for 10 days for written comments.

1860 East Main Street (Ansonia Lodge) The developer in contract to buy the parcel appeared before the Board for a pre-preliminary discussion in order to get the sense of what the Board thought of the plan.

The front of the 4.6 acre site is zoned for commercial use, while the rear portion that borders on Mohegan Lake is zoned multi family. Buildings on the site include the Ansonia Lodge, which back to 1906, and two other buildings.  The preliminary plan calls for a 5,000 sf building with access to East Main Street and a new building with 40 rental units on the remaining land. The tentative plan for the commercial building is for multi use offices, e.g., the WeWork example. The existing lodge would be rehabbed into a community center for the residents. Access to the apartments would be to Mohegan Avene.   A walking trail around the lake would be open to the public.

The plan raises three issues.

    1. The connection to Mohegan Avenue would require an easement across town owned land.

    1. The new apartment building  is located in the wetland buffer.

    1. Traffic. The applicant said he was aware of the concern but that a traffic consultant has addressed the issue.

The Board reserved any comments pending a site visit.

Tee Bar/Valley Fields. (See Planning Board, November 24, 2026).  The operator of the facility advised the Board that in response to complaints the prior Saturday, the band and speakers were relocated.  He also advised the Board that he was still interviewing vendors for the required acoustic study.

Based on the recommendation of Planning Director Steinberg that the study couldn’t be done until there actually were outdoor music events, the Board approved a revised site plan/outdoor special permit that would allow the study to be done within the one year that the outdoor permit is valid.
